Enfin, viendra l'étape de la mise en place du réseau et de l'exécution à la suite de la suppression des obstacles techniques et de mentalité. - First...I totally agree with you on these points :<br />- First Point : the openData and openGov could be the next democracy system. A kind of Democracy 2.0. <br />Everyone knows that the political systems evolved from kingdom to presidential to parlimentary system. This latter created in the early 18th has been since then an exemple of democracy and represents the voice of the people.<br />Now, in this new era, where technologies offer possibilities to share information and bring the voice of everyone, everywhere and whenever, we can depict a new political system. This system, using technology, can make everyone participate to the decision-making. We no longer need to choose politicians to act on behalf people. In fact, the parliamentary system arose as a unique way to make a small representation of all citizens. This decision was made to avert the communication problems. It's no longer the case. Today, technology produces a high level of communication and make the creation of a virtual parliament where every citizen has a chair and the right to decide easy and effective.<br />- Second Point : Tunisia is probably the only country where this system can really take place in a short-term. Why? The answer is here : we are creating a new political system. People are ready for a change, the previous political system has been toppled. Tunisia has actually an empty political scene, without lobbies, unbreakable political parties which is the case in other countries such as USA. this make the establishement of a new political structure easier and free from difficult changes. <br />- Third point : OpenData opens the door to the OpenGov. Indeed, the OpenGov cannot be effective without the availability of data. How can you decide on an issue if the data is not available ? This make decision-making clear and fact-based. Many people against OpenData argue the people don't have the right tools and knowledge to understand the data. This is not true. The actual crisis demonstrates that politicians, economists and government experts were corrupted, not aware of economic instability risks related to subprime, ponzi strategy of madoff and so on... <br />We are the people and we decide ! This is the ultimate goal of democracy.<br /><br />But, I would like to point to some problematic issues.<br />- The first point : the real economic situation of Tunisia could be a firewall against the approval of the OpenGov strategy. <br />- Will previous data of the gov be published ?<br />- Are we aware of the risks related to this kind of transparency in a world political arena where everything is controlled ? <br /><br />I strongly believe that OpenData and OpenGov could be the next generation of democracy and that tunisia could the first country to implement it.
